Finance Section
Prepare and coordinate annual budget estimation for the department.

To locate the department’s main business data.
To supervise matters pertaining to quotations, tenders and direct negotiations.
To manage offer letter and contract document.
To process and prepare Government’s Local Order.
To prepare computational pay sheet input for every officer and staff of the department.
To settle matters relating to pre-payment accounting record.
To settle matters relating to revenue collection and handling.

To manage the Conservation Fee and other fees imposed to user of Marine Park facilities.

Marine Park Planning and Management Division are divided to Planning, Development and Corporate Section and Park Management Section. Functions of each section are stated below:
Planning, Development and Corporate Section
To locate, choose and defend the interests of Malaysia at the international level pertaining to marine ecosystem management matters.
To foster relationship and to implement technical cooperation at the international level pertaining to the marine ecosystem management especially Marine Park management.
To study and identify issues relating to the relationships between marine ecosystem management and trade and also matters pertaining to the various Environmental Agreements and World Trade Organization such as Convention on Biological Diversity (CBD), Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES), Kyoto Protocol.
To act as the Focal Point for sponsored project from other countries such as UNDP, UNEP, GEF, World Bank, JICA and DANIDA.
To act as the country’s representative for international level committee pertaining to the marine ecosystem management such as the International Coral Reef Initiative (ICRI).
To act as the Focal Point for intergovernmental body project pertaining to Marine Protected Area such as COBSEA (Coordinating Body of South East Asia’s Seas).
To be the Sub-component focal point for reef resource for the Global Environmental Facilities (GEF) sponsored project entitled ’Reversing the Environmental Degradation of South China Seas’.
To develop and manage the overall planning to achieve the Department's direction, mission and vision.
To study the Marine Park policy pertaining to eco-tourism, fisheries, conservation, biodiversity, enforcement, research and international.
To coordinate the technical committee meeting such as the Marine Park and Marine Reserve National Advisory Council, Technical Committee for National Marine Biodiversity and Inventory.
To monitor the implementation of main work target of Department.
To coordinate Parliament matters including parliament’s questions.
To coordinate Cabinet Meeting and cabinet paper.
To coordinate foreign delegation visits.
To coordinate and monitor all local inter-agency joint venture programmes.
To coordinate and publish the Annual Report.
To coordinate innovation competition at Department's level.
Park Management Section
To manage, monitor and identify interests and activities for the stakeholders and tourists.
To develop Marine Park tourism management plan.
To collect data related to tourism industry in Marine Park.
To be a member of the Federal Tourism Committee and National Tourism Security Committee.
To coordinate Tourism Committee Meetings at the State Level.
To form and promote best environmental tourism practice to stakeholders, tourism operators and tourists in Marine Park.
To determine the criteria and to give environmental recognition to tourism entrepreneurs in Marine Park.

To identify the key indicator species for each specific habitat in terms of its health, biodiversity, endemic or threatened and commercial value.
To identify issues and threats for specific habitat in order to get the overall status of marine ecosystem in Marine Park waters.
To manage and update the habitat management status base on the existing management plan.
To identify potential areas to be gazetted as marine protected areas.
Education and Information Interpretation Division are divided into Education and Interpretation Section and Information Technology Section. Functions of each Section are stated below:
Education and Interpretation Section
To publish research output, biological biodiversity conservation and protected areas materials for distribution purposes.
To supervise Marine Park involvement in exhibition and expo inside and outside the country.
To publish magazines or pamphlets for internal and also public disribution.
To encourage contribution from staff of the Department in the form of articles and pictures for publishing.
To prepare materials for the use of media.
To increase public awareness through collections of biological diversity materials which have scientific values.
To coordinate the Department’s conservation education programme and coordination with the customer and stake holders.
To plan and monitor conservation education programme, curriculum development and programme development.
To plan to increase public awareness through the implementation of conservation education programmes.
To manage events that involves Marine Park with any party in public awareness programmes.
To carry out awareness campaign to approach customers.
Information Technology Section
To collect, keep and update scientific data and information and tourists’ statistic to Marine Park periodically.
To help to document and enhance the species diversity information.
To prepare a complete database (species directory) consisting of biological diversity data and a web-based tourists database.
To collect data on eco-friendly resort, to create rating scheme for these resorts and update them in the Department’s Website.
To record and control the source of information and its movement.
To ensure that the database system runs well and smooth.
To develop, update and supervise the Marine Park Website.
To develop technology for coral reef mapping and detection of other marine life’s movement.
To plan and implement the use of multimedia technology for communication purposes.
To develop the Department’s networking and information management system.
To improve technology and reduce human usage to minimise errors.
To develop and disseminate methods and guidelines for the Department’s database procedure and standard systems.
Two (2) Sections which is Research Section and Resource Inventory Section have been placed under Research and Resource Inventory Division, Department of Marine Park Malaysia. Functions of each Section are stated below:

To create a web of communication mechanism between universities and research institutions to increase research information for marine ecosystem management.
To coordinate research with local and foreign universities and institutions.
To develop Research Priority Areas and Research Plans related to marine ecosystem.
To plan, coordinate and get fund for the research programmes and monitoring.
To coordinate and publish Research Assessment and Analysis Report.
To coordinate and manage Research Permits.
To develop and disseminate standard analysing kit and storage procedure.
Inventory Resource Section
To plan, coordinate and implement long-term monitoring programme in the Marine Park areas:
Marine resource monitoring including coral reef.
Sedimentation level and impact for habitats.
Water Quality.
Current movement, beach morphology and hydrodynamic.
Health of organisms including disease research.
Related natural phenomena such as El-Nino, La-Nina, Tsunami and Monsoon.
Biological Outbreak and level of infestation such as algal bloom, Crown of Thorns and Drupella spp.
To produce reports on health of habitats status in the Marine Park area.
To monitor the progress of the development project at Marine Park Island so that it is in accordance to the suggested mitigation action.
To carry out EIA Study for the proposed projects.
To carry out monitoring of several key indicator aspects such as fish and coral reef for all EIA-approved-projects prior to, during and after the project implementation.
To give technical advice and comments to agencies involve in the approval of the development projects in Marine Park.
To be a member of the Assessment Committee for environmental impact assessment report for all development projects applications proposed in Marine Park areas.
Enforcement and Licensing Division are divided into Enforcement Section and Licensing Section. Functions of each Section are stated below:
Enforcement Section
To enforce all laws and rules pertaining to Marine Park.
To issue compounds.
To carry out investigation activity before each operation is carried out.
To conduct investigation for each arrest case and to issue Investigation Paper.
To supervise and monitor the implementation and enforcement of rules and procedure.
To keep records of offences in Marine Park.
To ensure that the Marine Park equipments and logistics are always sufficient and in good condition.
Maintenance of all equipments.
To keep the equipments inventory and maintenance records.
To supply equipments and facilities needed in the operation for the staffs.
To acquire and deliver raw supply (diesel & petrol) for the use of boat and engine generator.
To manage the water supply to Marine Park.
To monitor boat trips and patrol activities in all Marine Park Centers.
Licensing Section
To study proposal papers from research institutions, private bodies, universities, NGOs and other parties who are interested to carry out studies in Marine Park.
To approve or reject the proposed research project.
To impose reasonable conditions to the party that carries out the research activity.
To issue permits to research projects that have been approved.
To supervise, record and monitor research project progress so that it follows the legitimate procedure stated in the issued permit.
To study all proposals to carry out activities in Marine Park, other than for research purposes.
To approve or reject the proposed activity project.

There is no Section under Development Division. Division functions are described as below:
To handle and coordinate meetings relating to the implementation of development project and report preparation for the central agency.
To provide and coordinate estimation for Annual Development Budget, Malaysia Five Years Plan and Mid-Term Review.
To coordinate, examine and certify the preparation of the annual allocation and development application to the central agency.
To monitor and coordinate the Department’s development project implementation by using Project Monitoring System (SPP) II.
